    Following the alarming murder statistics we published yesterday, here’s how SAPS plans to restore law and order in the country. It’s all part of a new Draft National Policing Policy.

    The aforementioned outlines government’s plans to address shortcomings of the South African Police Service (SAPS). As reported by Business Tech, SAPS has been unable to stem the tide of violent crime in South Africa.

    According to the SA Cities Network (SACN), the root of the country’s crime comes from inequality, socioeconomic pressure and SAPS corruption. South Africa’s murder average of 42 per 100 000 people is seven-times higher than the world average. As a result, the SAPS is mired in low morale, negligence, ill-discipline and a lack of effectiveness.

    According to the new National Policing Policy, SAPS faces these major challenges:

    • High levels of crime.

    • Corruption.

    • Low levels of public trust. Public trust in the police service has dropped to 26%.

    • Low morale within the SAPS.

    • Negligence and ill-discipline. The Independent Police Investigative Directorate (IPID) has received thousands of complaints about police conduct.

    • Lack of transparency.

    • Poor governance.

    • Poor resource management.

    • Poor modernisation. SAPS still functions on paper-based bureaucracy.

    In response to these issues, the Draft National Policing Policy says a cultural shift needs to take place within SAPS. A strict SAPS Professional Code of Conduct and Practice and implementing integrity management will be essential.

    “To address public trust, SAPS needs to promote community-centred policing, where the department works with community policing forums. Underpinning this will require strong ethical leadership. In turn, management at all levels of the organisation must have the required skills, knowledge and appreciation for the challenges at hand,” said the draft policy.
