State Assumes Control of Mangaung Correctional Centre as Private Partnership Concludes

The Department of Correctional Services (DCS) has confirmed it is fully prepared to assume operational command of the Mangaung Correctional Centre on 1 July 2026, marking the end of a contentious 25-year public-private partnership with Bloemfontein Correctional Contracts.

In a statement to Parliament, the department affirmed that comprehensive transition protocols have been finalized to ensure continuity of security, inmate management, and service delivery from day one of state administration.

“All systems are in place for the successful assumption of responsibility,” the DCS stated, noting that the facility will now fall under the Grootvlei Management Area, which oversees correctional services across the Northern Cape and Free State provinces.

Structured Transition Framework

To manage the complex handover, the department established seven specialized workstreams focused on distinct operational pillars: infrastructure, security, human resources, offender management, finance, legal compliance, and stakeholder coordination. Each team has executed targeted mandates to mitigate disruption during the transition period.

A significant recruitment drive is underway to bolster staffing levels. On 17 April 2026, the department advertised 668 centre-based positions—including professional, specialist, and artisan roles—with selection processes scheduled for completion by 30 June 2026. To date, 76 officials have already been deployed to the facility.

Additionally, 60 specially trained Emergency Support Team members have been stationed at Mangaung to conduct comprehensive gang profiling assessments, a critical measure aimed at reinforcing institutional stability and enhancing long-term security protocols.

Legal Considerations and Workforce Integration

The transition occurs against an active legal backdrop concerning staff transfers. In April 2026, the Labour Court ruled that the DCS must absorb a minimum of 500 employees currently contracted through G4S, the security firm that managed operations at Mangaung. The department has lodged an appeal against the judgment, and the matter remains sub judice.

“The department has exercised its right to appeal the judgment, and the matter remains subject to ongoing legal processes,” the statement clarified.

Security and Offender Management Assurances

Addressing concerns about institutional integrity, the DCS confirmed that all inmates currently housed at Mangaung remain classified as maximum-security offenders and have approved Correctional Sentence Plans in place. Offender management systems have been audited and aligned with national departmental standards to ensure regulatory compliance and operational continuity.

The handover follows heightened scrutiny of private prison management after the 2022 escape of convicted rapist and murderer Thabo Bester from the Mangaung facility—a breach that intensified parliamentary debate over the efficacy of outsourcing correctional services.

With the contractual conclusion set for 30 June 2026, the Department of Correctional Services emphasizes its commitment to restoring full state oversight while upholding constitutional mandates, security protocols, and rehabilitative objectives within South Africa’s correctional system.
