Trade Guarantees Key to South Africa’s Infrastructure Boom, Says Credeq Africa

As South Africa pushes forward with major infrastructure projects to stimulate economic growth, trade guarantees are emerging as a critical tool to ensure the success of these developments, according to newly established underwriting management agency Credeq Africa.

President Cyril Ramaphosa has repeatedly emphasized his vision of turning South Africa into a “construction site,” with large-scale infrastructure projects driving employment and economic expansion. However, the success of these projects hinges on trust between contractors, developers, and investors—a gap that trade guarantees aim to fill.

How Trade Guarantees Work

Trade guarantees act as a safety net, ensuring that contractual obligations are met even if a contractor or trader defaults. Credeq Africa, which specializes in credit insurance and guarantees, explained that these instruments are particularly vital in sectors like construction, mining, and trade.

“If a beneficiary receives a guarantee from us, it is a promise that we will honor our commitment—or pay out—if the contractor fails to meet their obligations,” a Credeq Africa representative said.

To illustrate, the agency provided an example involving a construction company: after assessing the firm’s financial stability and capabilities, Credeq Africa can issue a guarantee to a project developer on the contractor’s behalf. Should the contractor encounter financial difficulties—such as liquidity shortages—the guarantee provider may step in to provide funding or arrange subcontractors to ensure the project stays on track.

Mitigating Risks in Infrastructure Development

With South Africa ramping up infrastructure investments, Credeq Africa stressed the importance of risk management mechanisms to prevent project failures. “Counterparties—both those commissioning projects and those executing them—must have these assurance structures in place to avoid disappointment,” the agency noted.

By offering financial security and fostering trust between parties, trade guarantees could play a pivotal role in realizing the government’s infrastructure ambitions while safeguarding economic growth.

As the country moves toward becoming the “construction site” President Ramaphosa envisions, the role of underwriting agencies like Credeq Africa may prove indispensable in turning blueprints into reality.
