Second Tunnel Boring Machine Arrives for Lesotho Highlands Water Project Amid Delays

The Lesotho Highlands Water Project (LHWP) has achieved a critical milestone with the arrival of the second Tunnel Boring Machine (TBM) components, essential for the construction of the 38-kilometer Polihali Water Transfer Tunnel. Despite facing a 10% delay, the project now stands at 42% completion, with officials expressing confidence in meeting the 2028/29 deadline.

Logistical Challenge: Transporting a Half-Kilometer Machine

The massive TBM, measuring approximately half a kilometer when fully assembled, requires at least 16 trucks to transport its components. The delivery has been a “complex logistical nightmare,” demanding meticulous coordination between Lesotho and South Africa.

However, heavy snowfall has further complicated the process, with the convoy expected to take up to three days to traverse the 200-kilometer route to the construction site. “The road is currently not drivable, but contractors are clearing the snow. Once it’s safe, we will proceed,” said a project representative.

Economic Benefits and Community Impact

The LHWP is a vital bi-national initiative, supplying water to South Africa while generating royalties and infrastructure development for Lesotho. Local employment opportunities, new roads, and hydropower facilities are key components of both Phase I and II.

Officials emphasized the importance of fair compensation and consultation with affected communities. “It has been critical for both South Africa and Lesotho that all displaced communities were properly consulted and relocated with adequate housing,” a spokesperson noted.

Recovering from Delays

While the project is currently behind schedule—originally projected at 50-52% completion—authorities remain optimistic. “We are about 10% behind, but we have recovery plans in place and don’t anticipate further delays,” said a project manager. “By the 2028/29 financial year, we believe we will finish the work.”

Once completed, the Polihali Phase II project is expected to augment water supply by approximately 1,200 cubic meters per second annually, significantly boosting water security for South Africa and supporting Lesotho’s economic growth.

As the TBM components begin their slow ascent through the snow-covered highlands, all eyes remain on this ambitious engineering feat—one that promises lasting benefits for both nations.
